Francis Oats, 1848-1918, was a senior mining engineer at Botallack Mine in early 1870s. Subsequently went to South Africa where he became a leader in the diamond industry being manager of Victoria Diamond Mines Co Ltd and, 1889-1918, chairman of De Beers Consolidated Mining Co Ltd. Also maintained close links with Cornish mining being, inter alia, a director of Levant Mine at St Just
