Established as a unit of the Board of Trade following the passing of the Alkali Works Act, 1863. Robert Angus Smith, b1817, organic chemist, was appointed first inspector. Initially responsible for curbing discharges of hydrochloric gas from chemical works but its terms of reference were extended in 20th century to include emissions of smoke, etc, from all industries. Subsequently moved to Local Government Board, Ministry of Health, etc, and eventually subsumed into Environment Agency
